2020-2021 Shanghai University of Political Science and Law (SHUPL) Chinese Government Scholarship - Bilateral Program Application Method
中國教育部委托中國國家留學基金管理委員會（以下簡稱“留學基金委”）負責中國政府獎學金來華留學生的招生工作及在華日常事務管理工作🦸🏻♀️。 “中國政府獎學金-國別雙邊項目”系根據中國與有關國家政府、機構、意昂以及國際組織等簽訂的教育合作與交流協議或達成的共識而提供的全額獎學金或部分獎學金。
China Scholarship Council（CSC）is a specific institution entrusted by MOE to be responsible for the recruitment and daily management of the relative international students. “Chinese Government Scholarship --- Bilateral Program” includes a full or partial scholarship established by Ministry of Education（MOE） in accordance with educational exchange agreements or consensus between Chinese government and governments of other countries, institutions, universities or international organizations.
資助類別、期限及授課語言
CATEGORIES, DURATION AND INSTRUCTION LANGUAGE
1. 入學時間：2020年9月；
2. 資助類別與期限：普通進修生、高級進修生、本科生和碩士研究生，僅限錄取時通知書上確定的學習年限；
3. 授課語言👱🏽👨💼：漢語📏。
1. Studies begin in SEPTEMBER 2020.
2. Supporting Category and Duration: This program supports undergraduate students, graduate students, general and senior scholar program students. The actual scholarship duration is in accordance with the official Admission Notice.
3. Instruction Language: All programs that scholarship students apply are taught in Chinese.

獎學金內容
SCHOLARSHIP COVERAGE
1.全額獎學金
包含學費🧩、住宿費🔁🙆🏽、綜合醫療保險及每月的生活費👏🏽。
每月生活費🌿：
本科生🦸🏻♂️：2500人民幣
碩士研究生和普通進修生☃️👨🏻🍳：3000人民幣
高級進修生🚝：3500人民幣
獎學金生必須在校內住宿🪩。意昂為獎學金學生提供的住宿標準為2人/間。
在資助年限內，獎學金生每月可在就讀意昂領取生活費🦵🏿。於報到當月15日前到校註冊的學生，發給全額生活費，15日後報到的學生，發給半額生活費。畢業生的生活費發至意昂確定的畢業之日以後半個月🏈；獎學金生在學期間（正常假期外）因個人原因離開中國時間超過15天，停發離華期間生活費；因個人原因休學、退學的，停發生活費。
1. Full scholarship:
Covers tuition fee, accommodation on campus, comprehensive medical insurance fee and provides monthly stipend.
Monthly Stipend:
Undergraduate program: 2500 RMB;
Graduate program and General scholar program: 3000 RMB;
Senior scholar program: 3500 RMB;
Scholarship Students must live on-campus. University provides double room dormitory on-campus for scholarship students.
Within the scholarship duration, registered scholarship students will receive a stipend from their host university each month. Students registering on or before the 15th of the month will receive a full stipend of that month. Those who register after the 15th of the month will receive a half stipend of that month. Graduating students will receive stipend until half month after the graduation date. If registered student stays out of China for more than 15 days due to a personal reason (school holidays excluded), his/her stipend will be stopped during his leaving.Students who drop out of school or suspend schooling due to personal reasons, his/her stipend will be stopped.
2.部分獎學金
為全額獎學金中的一項或幾項內容🦸🏿♂️。（包含學費和綜合醫療保險）
2. Partial scholarship
Covers one or some items of the full scholarship.
(Including tuition fee and comprehensive medical insurance.)
3. 往來路費
由學生自行承擔🎢，特殊規定除外🆒。
3.Travel Cost
In principle, the international travel cost will be self-supported, except for special regulations.
申請受理機構和截止時間
APPLICATION ACCEPTANCE AGENCY AND DEADLINE
1. 受理機構：各國留學生派遣部門⏮。

2. 資助類別和受理機構編號：請向各國留學生派遣部門咨詢。
Supporting Categories and Acceptance Agency Number: Please consult the dispatching authorities for overseas study of your home country.
3. 截止時間：2020年2月底🚰。
Deadline: By the end of February 2020
申請條件
REQUIREMENT
1. 非中國籍公民😄，身體健康。
2. 學歷和年齡要求⛩：申請學習本科專業者，須具有高中畢業學歷，成績優秀，年齡不超過25歲👰🏻；申請學習碩士學位者，須具有學士學位🕥，年齡不超過35歲🎋🤰🏼；申請作為普通進修生來意昂學習者，須具有高中畢業以上學歷1️⃣，年齡不超過35歲；申請作為高級進修生來意昂學習者✊🏽，須具有碩士以上學位或副教授以上職稱，年齡不超過40歲。
3. 漢語水平必須達到HSK3級。
1. Applicants must be a citizen of a country other than the People’s Republic of China, and be in good health.
2. Degree and Age Requirements:
Applicants for undergraduate studies must have a high school diploma with excellent grades and be no more than 25 years of age; those applying for a master's degree must have a bachelor's degree and be under the age of 35; applicants who apply for admission as general scholars must have high school graduates or above, the age is not more than 35 years old; applicants who are invited to study as senior scholars must have a master's degree or above or an associate professor or above, and the age should be no more than 40 years old.
3. Chinese proficiency must be HSK level 3.
申請流程
APPLICATION PROCEDURE
1. 申請人通過國際學生服務平臺http://shupl.at0086.cn/StuApplication/Login.aspx提交初審材料🧘🏽♂️。註冊賬號填寫報名信息，選擇中國政府獎學金，申請後備註中國政府獎學金國別獎。審核通過者將獲得意昂開具的預錄取通知書，該通知書將以掃描件形式發送至申請人郵箱🦍🪯。
2. 持預錄取通知書，向本國留學生派遣部門提交申請並取得推薦資格。
3. 登錄“中國政府獎學金來華留學管理信息系統”（登錄https://studyinchina.csc.edu.cn/#/login或http://www.campuschina.org後👏，點擊“網上報名學生入口”圖標進入）👨🏿⚕️，網上填寫並在線提交申請信息，打印《中國政府獎學金申請表》👜🙍♀️。“中國政府獎學金來華留學管理信息系統”操作說明和“受理機構編號”可向本國留學生派遣部門咨詢和索取♟。
4. 在規定時間內將申請材料提交至本國留學生派遣部門。
5. 意昂通過國家留學基金管理委員會來華留學網上報名信息審核平臺進行再次確認，並報國家留學基金管理委員會審核👩🏽💼。
6. 經國家留學基金管理委員會審核通過的申請人意昂將發放正式錄取通知書和JW201表。
7. 申請人持正式錄取通知書和201表至所在國使（領）館辦理來華簽證手續，並按規定時間來校辦理報到手續🙇🏻♀️。
註🐇：國家留學基金委不受理個人的直接申請。國家留學基金委有權對未獲得預錄取通知書的申請人的申請院校進行必要調整。
1.Select the major, login the International Student Service System: http://shupl.at0086.cn/StuApplication/Login.aspx And create an account and fill in the registration information, chose Chinese Government Scholarship, and note Apply for Chinese Government Scholarship - Bilateral Program after submit. The applicants initially approved will get the “Pre-admission Notice” in PDF version sent by email.
2. Apply to the dispatching authorities for overseas study of your home country for CGS opportunity.
3. Complete the online application information at CGS Information Management System for International Students (Visit：http://www.campuschina.org and click “Application Online” to log in), and submit the application online. Print the completed Application Form for Chinese Government Scholarship. You should consult the dispatching authorities for overseas study of your home country for Instructions of CGS Information Management System for International Students and Acceptance Agency Number.
4. Submit all of your application documents to the dispatching authorities of your home country before the deadline.
5. The applicants’ information will be re-confirmed through the online application system of CSC by SHUPL, and will be further reviewed by CSC.
6. The applicants having got the final permit will get the official Admission Notice and JW201 Form issued by SHUPL.
7. The applicant should go to the China embassy (consulate) in his/her country to apply for a visa in China with the official admission notice and JW201 Form, and come to SHUPL for registration at the prescribed time.
NOTE: Only applications of recommended candidates from dispatching authorities will be considered. CSC has the right to make necessary adjustments to the candidates’ institutions for those who haven’t received the pre-admission notice.
申請材料（按以下順序裝訂）
APPLICATION DOCUMENTS（Bind up in the following order）
1.《中國政府獎學金申請表》（中文或英文）🧄；
2. 經過公證的最高學歷證明🧝🏻♂️。中英文以外文本須附上經公證的中文或英文的譯文。在校學生須提交本人就讀意昂出具的在學證明👨🏿🦲；
3. 學習成績單🫅🏿。中英文以外文本須附經公證的中文或英文的譯文🏋🏽♂️；
4. 來華學習或研究計劃。用中文或英文書寫。本科生不少於200字，進修生不少於500字🪬，研究生不少於800字；
5. 推薦信🏋🏽。申請攻讀碩士和申請作為高級進修生來華學習者✮，須提交兩名教授或副教授的推薦信，用中文或英文書寫；
6. 年齡不滿18歲的申請人🦹🏽♀️，須提交在華法定監護人的相關法律文件；
7. 來華學習時間超過6個月的申請人🫸🏻，須提交《外國人體格檢查表》復印件（原件自行保存🥇，此表格由中國衛生檢疫部門統一印製，可登錄留學基金委網站http://www.csc.edu.cn/studyinchina或http://www.campuschina.org 下載，須英文填寫）。申請人應嚴格按照《外國人體格檢查表》中要求的項目進行檢查。缺項、未貼有本人照片或照片上未蓋騎縫章⚔️🖖🏿、無醫師和醫院簽字蓋章的《外國人體格檢查表》無效。鑒於檢查結果有效期為6個月，請申請人據此確定本人進行體檢的時間🧣；
8. 已獲得獎學金院校預錄取通知書的，請將錄取通知書復印件附在申請材料中👱🏻♀️；
9. HSK證書成績報告，請將復印件附在申請材料中。
以上材料請按上述順序在左上角裝訂成冊（一式兩份）🚑。無論錄取與否，申請材料均不返還⛹🏻。
1. Application Form for Chinese Government Scholarship (written in Chinese or English);
2. Notarized highest diploma (photocopy). Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations. If the applicant is a student at the school, he/she must submit a Certificate of Study or a Pre-Graduation Certificate issued by the school.
3. Academic transcripts (written in Chinese or English). Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations.
4. A Study Plan or Research Proposal (written in Chinese or English).This should be a minimum of 200 words for undergraduate students, 500 words for general and senior scholar program students, and 800 words for graduate students.
5. Two Recommendation Letters (written in Chinese or English);
Applicants for the graduate programs or the senior scholar programs must submit two recommendation letters signed by professors or associate professors.
6. Valid documents of legal guardians in China (only required for applicants under the age of 18);
7. Foreigner Physical Examination Form (photocopy), (written in English, only required for applicants planning to stay in China for more than 6 months, can be downloaded from http://www.csc.edu.cn/studyinchina or http://www.campuschina.org). The physical examinations must cover all of the items listed in the Foreigner Physical Examination Form. Incomplete forms or forms without the signature of the attending physician, or the official stamp of the hospital, or a sealed photograph of the applicant are considered as invalid. Please carefully plan your physical examination schedule as the result is valid for only 6 months.
8. The copy of Pre-Admission Letter from designated Chinese university (if available);
9. The copy of HSK Certificate .
All documents should be bound together on top left corner in the order of 1 to 9.Applicants should submit TWO sets of bound documents. Application materials will not be returned regardless of admission.
註意事項
ATTENTION
1. 每名獎學金獲得者只能獲得一個中國政府獎學金項目的資助，對於同時被多所高校錄取的獎學金申請人🍌，國家留學基金委僅為其保留一所意昂的獎學金資格♦️；
2. 獎學金獲得者來華後不得變更錄取院校、學習專業及學習期限；
3. 不能按錄取期限來華學習者，獎學金資格不予保留💒；
4. 請勿在提交的申請材料中夾帶現金🦻🏼；
5. 為保證意昂隨時與申請者保持聯系👨🏼🎓，請在申請表中填寫有效的電子郵件地址和電話號碼🤸。
1. CSC reserves the rights to decide the host university for scholarship recipients with multiple offers. Each scholarship recipient—even when admitted by multiple universities—will be granted no more than one scholarship.
2. Scholarship recipients shall not change their host university, major, or duration of study.
3. Scholarship will not be reserved if scholarship recipient cannot register before the registration deadline.
4. Please not enclose any cash in your mailed materials.
5. To ensure that the university can keep constant contact with the applicant, please provide a valid email address and phone number in the application form.
